1. Preheat the oven to 350°F (175°C). Grease and flour three 9-inch round baking pans.
2. In a large bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
3. Add the eggs, milk, oil, and vanilla to the dry ingredients and mix until smooth. Gradually stir in the boiling water until the batter is well combined.
4. Divide the batter evenly among the prepared pans and bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
5. Let the cakes cool in the pans for 10 minutes, then turn them out onto a wire rack to cool completely. Once cool, layer the cakes with dark, milk, and white chocolate chips between each layer. Frost with your favorite chocolate frosting and garnish with chocolate shavings.
