1. Preheat the oven to 375°F (190°C). In a food processor, pulse together the flour, sugar, and salt. Add the butter and pulse until the mixture resembles coarse crumbs.
2. Gradually add cold water until the dough begins to come together. Form the dough into a disk, wrap in plastic, and refrigerate for 30 minutes.
3. Roll out the dough on a floured surface and fit it into a tart pan. Trim any excess dough and prick the bottom with a fork. Bake for 20-25 minutes, or until golden brown. Allow to cool.
4. In a medium bowl, whip the heavy cream, sugar, and vanilla extract until soft peaks form. Spread the whipped cream over the cooled tart crust.
5. Arrange the fresh berries on top of the whipped cream. Dust with powdered sugar before serving.
